Summary
Dr. Bunin
is the Chief Architect of the SINTEL Project at Stevens Institute of Technology
in Hoboken NJ. The mission of
SINTEL (for Secure Infrastructure
Technology Laboratory) is to advance university research in the area of port
security.
Prior to
this, Dr. Bunin had been teaching
at Drexel University and consulting in the areas of Next Generation Internet
technologies and operations, as well as assessing their application in corporate
environments.
Dr. Bunin
has held senior network operations, customer services, regulatory planning, and
R&D positions at AT&T, Bell Labs, and TELEGLOBE with responsibility for
service development, network planning, engineering, business operations, and
build-out activities on a global basis.
At Teleglobe, he was responsible for the engineering and deployment of
the Global Teleglobe network. This
involved the coordinated design, development, and construction of fiber-optic
networks simultaneously in Europe, Asia and North America. He was Network Transition Officer
leading TELEGLOBEŐs successful network transition through Chapter 11 bankruptcy
proceedings in 2002. This
was successfully accomplished against rigorous budget and schedule
constraints. He has been an
effective negotiator with regulatory bodies in the U.S., Canada, and at the
European Commission.
He is a seasoned executive
in the technology and telecommunications industries, including 20 years at
AT&T Bell Laboratories and senior operations and technology positions in a
variety of international venues, including Montreal (TELEGLOBE), Amsterdam
(AT&T-Unisource), and London (ACC Telecom).
Dr. Bunin is skilled at
developing and leading technology teams to achieve difficult goals and optimal
performance in high-tech areas.

Recent consultative
accomplishments include: analysis for a major telecom provider of Fiber-to-the
Node Strategy including a comparison of that technology to Cable company
technology (this analysis included the regulatory implications of the
Communications Act, Telco IPTV verses Cable TV, etc.); assessment of the reliability of the
Common Channel Signaling network of a global telecommunications signaling
services firm; support of a VOIP
firm in marketing to high end customers; support of the due diligence
assessment of a second tier Japanese telecom firm targeted for acquisition: and
an assessment of the application of Power Line Carrier for a rural power
company.
Dr. Bunin is also an Adjunct professor at Drexel University.
He is currently teaching Next Generation Internet, VOIP, and Broadband and
Wireless Technologies.

President – Network Planning and Implementation. Managed the construction of a global
voice and data network. In 2002,
managed the transition of the Teleglobe network from a Global network, to a
UK/US/Canada-centric network, enabling Teleglobe to emerge successfully from
Chapter 11 bankruptcy protection in a dramatically short time.

Managing
Director of Ultrapro International, Inc., a New Jersey-based international
management consulting firm with primary focuses on telecommunications and
information technology. While at
Ultrapro, served as Vice President for Teleglobe in the areas of customer
services, network management, provisioning and strategic operations from June
2000 to April 2001. In this role,
led TELEGLOBEŐs Operations team to dramatic improvement in results.

Prior
to TELEGLOBE, provided services as Operations Director to ACC Telecom in the
United Kingdom and led the evolution of that companyŐs error prone, UK-centric
infrastructure to a highly reliable, failure-free network with switching
entities in Germany, France, Italy, the U.S., and the U.K.

During
this period, also provided program leadership to a major U.S. long distance
company in its thrust to enter the Local Services marketplace.

company. This position was located in the Netherlands, and involved managing

Prior assignments at AT&T and Bell Laboratories included
application of information-theoretic concepts to the encoding of broadband and
television signals, development of digital services, and regulatory
planning. In addition, headed the
team that created AT&TŐs Intelligent Network architecture in response to
the changes caused by the 1984 divestiture of the Regional Bell Operating
Companies (RBOCs) from the Bell system, and in Regulatory Planning as the U.S.
market became deregulated
